. abc7 news reporter kera clapper is live in napa where they are watching that river rise inch by inch. >> yes. inch by inch, carolyn, especially as the rain continues to fall. i've come to the realization this is my lot in life, to be put in situations where the rain is blowing horizontally at me all morning long. the wind is whipping through napa. we have a look at the river this morning whereas carolyn mentioned, flooding is a concern. it was expected that the river would surpass it's flood level about noon today. now that's changed. estimates go anywhere from 1:00 p.m. to between 5:00 p.m. and 6:00 p.m. estimates are the water could rise and reach 25 to 27 feet. elsewhere here in napa you can see downtown. it is just soaked. the whole city is soaking wet. wind again a big factor this morning. not a lot of cars on the road. i popped into the one business open. that's starbucks on the corner. they say they are a lot emptier than they usually are this time of morning. normally people are out but people are staying inside and that's probably a good thing as the wind and rain creates ve

outages. 44 u.s. el sabroe and richmond has 11 outages affecting 1500 customers. the napa river is in danger of over flowing its banks. there is a flood warning posted right now. the river expected to reach flood stage this afternoon. abc7 news reporter cara clapper has been in napa throwout the morning. throughout the morning. cara, you have the latest. >> good morning, carolyn, i do. the flood warning remains in affect for the napa river in nap ma and saint huh h -- saint helena. it is surging, swelling. it was not this high a few hours ago. you can see the storm debris flowing through the river, and this rain is continuing. relentless day luge hitting us in downtown napa this, month. because the soil is already so saturated the rain is expected to pus the -- to push the napa river to the flood stage. the flood level is 25.1 feet in napa, but they are projecting the water could go as high as 27 feet between 1:00 this afternoon and 6:00 this evening. as we all know, downtown napa saw the river overwhelm and over flow in 2005. thousands of acres flooded. residents were evacuated

kera clapper is live in napa where a flood warning is in effect. nick smith is live at the pier in pacifica. we will begin with our meteorologist lisa argen. >> hi, everyone. the rain is in the north bay. it has been gusting and wind gusts up to 50 miles an hour at the airport. as we look at live doppler 7hd right now we see the heavy returns up through highway 101, cloverdale and ross. all this will continue to sink southward. here we are in the southern marin county, richmond, lighter rain to the east and berkeley. not quite reaching the east bay in concord. taking you into alamo. also lafayette and light shower activity. if you are not feeling the rain, you are feeling the wind. a little bit better returns here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash

for the napa and russian river have been cancelled. our wind advisory and flashflood watches for the bay area have been cancelled as well. but, but more rain in my seven-day forecast. i'll let you know when to expect it. >> ama: we have developing news. two people were rescued on highway 1 near creek road. the highway is underwater. several drivers had to be plucked from rising waters today as the storm caused creeks and rivers to rise quicker than expected. right now the napa river is reaching is highest level in downtown napa. john alston is at veterans memorial park. reporter: napa river is expected to reach its peak level between now and 6:00. however, no flooding is expected in the city of napa. officials and residents are crediting a flood project that is still underway. the sign says flooded, and the vons memorial park was supposed to be closed to the public at a precaution, but that didn't stop people from bellying up to the railing to see the swollen napa river for themselves. it's big, the river project seems to be working. i was a big skeptic, but i think it's doing its job. report

open again. >>> 6:04. flood warnings for the napa river were canceled. some residents prepared for the worst though emptying sandbags around their properties. heavy rainstorms of course brought the water level within three feet of going over its banks. but it did not crest. this was the russian river in guerneville over the weekend. flood warnings were also canceled there. the river crested at 16 feet about an hour ago. the highest recorded flood in guerneville occurred in 1986 when that river reached a monstrous number of feet, 49 feet. that must have been something. >>> and the flood threat for the truckee river in california, nevada, is over, as well. the storm turned out to be colder than expected turning a lot of the rain to snow and dropping snow levels down to 7,000 feet. truckee river is now expected to crest below flood stage. >>> the good news is i think we are getting a break from all this weather. >> yeah. no rain today. we are going to get some showers during the week but nothing like over the weekend. >> no. i mean, those were amazing totals we saw from the storms

. that seems to be the line right there. this could dip into marin or napa county later on today but it kind of stays there and then we have to wait for it to start moving south. the main core of the system is still the north. you watch out this developing later tonight. right there. 2:00 a.m. there could be a like of moderate rain and then by -- could be a line of moderate rain associated with that they rosa. the cloud cover and a little southeast breeze helping along. this is just a warm sector in advance of this. this is a much weaker system than anything we saw of the previous three. but it's still going to produce some rain. the heavier rain would be about santa rosa north. 1 to 2 inches could easily fall south of that. mostly cloudy, light rain to the north. 50s, 60s. too much cloud cover. some of that rain must keep temperatures in check. mild, kind of muggy. morning lane, into wednesday morning. clearing, pattern change. this will be the last system in the series. we go dry. light and morning fog will be a huge issue friday into saturday morning -- saturday morning. >>> authorities w
